Busia County Branch Position on BBI Report

FOR IMMEDIATE RELEASE

Recommendations

  1. Budgetary allocation to the agricultural sector should increase by 3% each successive year to not only hit but also exceed the Malabo Commitment of 10% by the year 2025. Consequently, allocation to the sector should be maintained at 15%.
  2. Guaranteed Minimum Return (GMR) for all crops, livestock, fisheries, and forestry primary products should be guaranteed by the government.
  3. The country's strategic food and nutrition management infrastructure as well as food trade should be the prerogative of farmers. This should include substantive decision making on export and import quotas.
  4. Farmers shall be represented in all organizations, institutions, and processes that have a bearing on their livelihoods and quality of life. These shall include the Kenya Agricultural and Livestock Research Organization (KALRO); Agriculture and Food Authority (AFA); Agricultural Finance Corporation (AFC); Agricultural Development Corporation (ADC); Kenya Seed Company (KSC); Warehouse Receipt Council (WRC); National Health Insurance Fund (NHIF), for farmers' health insurance and all other parastatals, agencies and commissions that affect farmers.
  5. For the sustainable welfare of all Kenyans, implementation of the BBI Report must be circumscribed by a Human Rights Approach; where the allocation of power guarantees the best outcomes for the most number of people. For this to happen, farmers (who constitute the majority of the Kenyan population) should be empowered, substantively and sustainably, through the measures outlined above.
